Summit Technical Solutions (STS) is seeking a
Program Management Lead
at Hill AFB, UT. The Program Management Lead supervises the contract team in efforts to support the Government in Program Management, Acquisition Support and Business Functions. The Program Manager shall be responsible for management of all contract activities to include performance, schedule, cost, quality control, exercise independent judgment, and shall interface with Government management personnel, and all subcontracting team members. The Program Manager will oversee the implementation of tasks set forth by the program s assigned Program Executive Officer (PEO) and ICBMSD leadership. This includes analyzing the effectiveness, efficiency, and productivity of assigned programs to provide guidance through the various phases of the acquisition cycle, to include impact assessment of cost, schedule, and performance baselines. In addition, the Program management lead is responsible for documenting and providing a monthly trend analysis and weekly status reports to AFNWC/NIP Business Analyst Lead or AFNWC/NIP Chief of Acquisition Oversight.

Responsible for the providing program management, planning and financial management support for the ICBMSD Program Control Office and its various activities. This includes support in the development of the ICBM sustainment roadmap, technology development strategies, technical/programmatic data repositories, technical feasibility, readiness assessments and similar efforts. As needed, the Program Management Lead will implement process improvement practices and analyze ICBMSD Program Control processes. The Program Management lead is responsible for documenting and providing suggested improvements to AFNWC/NIP Business Analyst Lead and AFNWC/NIP Chief of Acquisition Oversight for approval.. Monitor daily operations and has budgetary responsibilities, and responsible for acquiring follow-on business associated with assigned programs and for supporting new business development by managing or leading proposals. Relies on experience and judgment to plan and accomplish goals. Supervises exempt personnel, and may supervisor non-exempt personnel. Provides direction, coaching and disciplinary actions when required.

Job duties will include, but are not limited to:

  • Hands-on leadership and management of a large, complex nuclear weapon system program including program planning, execution, risk management, risk mitigation, issues identification and resolution, task breakdown, scheduling and resource allocation
  • Implement the management principles and mandatory policies that govern the Defense Acquisition System as defined in DoD Directive 5000. 01 and DoD Instruction 5000. 02
  • Analyze the effectiveness, efficiency and productivity of assigned programs to provide guidance through the various phases of the acquisition cycle
  • Review, identify any errors and make recommendations on required acquisition and staffing documents such as Early Acquisition Strategy (EAS), Acquisition Strategy Plan (ASP), Acquisition Decision Memorandum (ADM), Acquisition Program Baseline (APB), and Milestone (MS) Decision Briefs
  • Attend Integrated Product Team (IPT) meetings on each program assigned. As required, the Contractor shall participate in additional program meetings such as TIMs, Kick-offs, POE reviews, APB roundtables, Program Management Reviews, Risk IPT, Cost IPT, and Should Cost IPT
  • Plan, organize, arrange, and support meetings and/or briefings for program efforts to support decision making of ICBMSD leadership, AFNWC leadership, or Milestone Decision Authority (MDA)
  • Collaborates with other managers and professionals throughout the organization to effectively identify and resolve technical issues and take ownership for driving these issues to closure
  • Assist and track the coordination and approval of acquisition documentation to meet MS statutory and regulatory requirements
  • monitor and track program s cost, schedule and performance for each program assigned to ensure program baselines are met
  • Review and analyze the Monthly Acquisition Report (MAR) for each program assigned. Ensure the accuracy and validity of information in each MAR and work with PMs to ensure corrections are made in a timely manner
  • Review and recommend changes for any strategic communications to AFNWC/NIP Business Analyst Lead or AFNWC/NIP Chief of Acquisition Oversight to include but not limited to Life Cycle Management Reviews (LCMR), IPT briefings and program issue briefings to ensure consistent message to external stakeholders

This opportunity is contingent on contract award to STS.
