Summit Technical Solutions (STS) is seeking a
Project Technical Manager
at Hill AFB, UT. The Project Technical Manager supports the Program Management Lead in the integration of Acquisition Support and Business Functions. The Project Technical Manager will use their system-level technical knowledge and understanding of the ICBM Weapon System to provide risk management and strategic planning support. The Project Technical Manager assists with gathering data on all ICBMSD programs using Life Cycle Management Process (LCMP), Risk Management databases, and Division Level I meeting; then verify data accuracy through PMs, and document program changes, forecasts, and needs in the Roadmap while linking the data gathered to requirements for the POM. The Project Technical Manager will assist in the development of the ICBM sustainment roadmap, technology development strategies, technical/programmatic data repositories, technical feasibility, readiness assessments and similar efforts.

The Project Technical Manager acts as a subject matter expert in the development of the ICBM sustainment roadmap, technology development strategies, technical/programmatic data repositories, technical feasibility, readiness assessments and similar efforts. Due to the complexity of the weapon system, the Project Technical Manage ruses their knowledge of previous issues facing ICBM, current problems, and future concerns while also having an overall understanding of the weapon system. They will assist with delivering advanced analysis and recommendations to integrate ICBMSD mission, objectives, and goals within the ICBM Roadmap. The Project Technical Manager will provide support for long range planning studies, preparation of long range plans, and similar planning documentation IAW CDD at the request of the Government. Weapon System Risk Management responsibilities include conducting and facilitating data reconciliation of all active ICBM WS risks and associated mitigation efforts to ensure records in JIRA data base reflect accuracy and timeliness. Relies on experience and judgment to plan and accomplish goals. Possess extensive experience in the sustaining a weapon system and be able to communicate effectively with contacts throughout the ICBM community, to include SAF/AQ, AFGSC, and various operational wings.

Job duties include but are not limited to:

  • Analyze the effectiveness, efficiency and productivity of assigned programs to provide guidance through the various phases of the acquisition cycle.
  • Implement the management principles and mandatory policies that govern the Defense Acquisition System as defined in DoD Directive 5000. 01 and DoD Instruction 5000. 02
  • Review, identify any errors and make recommendations on required acquisition and staffing documents such as Early Acquisition Strategy (EAS), Acquisition Strategy Plan (ASP), Acquisition Decision Memorandum (ADM), Acquisition Program Baseline (APB), and Milestone (MS) Decision Briefs.
  • Support meetings and/or briefings for program efforts to support decision making of ICBMSD leadership, AFNWC leadership, or Milestone Decision Authority (MDA)
  • Assist in the development of the ICBM sustainment roadmap, technology development strategies, technical/programmatic data repositories, technical feasibility, readiness assessments and similar efforts
  • Provide secretariat services for planning conferences as requested by the Government, including producing Meeting Agendas, Meeting Minutes and action items for such conferences or other planning meetings
  • Assist in the development of an annual ICBMSD Roadmap detailing the long range plan to support the weapon system
  • Assist with delivering advanced analysis and recommendations to integrate ICBMSD mission, objectives, and goals within the Roadmap
  • Assist with ensuring each revision of the Roadmap is a new, independent sequence of gathering data, independent analysis, and educated conclusion; a repeat, next-level analysis of the prior version is not acceptable
  • Assist AFNWC/NIP in gathering/defining requirements for the POM; this involves program financial analysis and integration of data from LCMP and CCaR into comprehensible briefings
  • Review and recommend changes for any strategic communications to AFNWC/NIP Business Analyst Lead or AFNWC/NIP Chief of Acquisition Oversight to include but not limited to Life Cycle Management Reviews (LCMR), IPT briefings and program issue briefings to ensure consistent message to external stakeholders
