The primary purpose of this position, IT SPECIALIST (PLCYPLN/ENTARCH) GS-2210-12, is to serve as senior information technology (IT) specialist and consultant to management in support of installation IT policy and plans.
Responsibilities Assess policy needs and develops policy and procedures governing IT activities.
Perform studies and establish plans of action for improving the efficiency of information technology applications.
Represent the organization at conferences and meetings and present briefings.
Function as a senior technical advisor on contract and budget activities.
Consult and coordinate with project staff from other organizations and agencies in developing, revising, interpreting, and modifying policies to ensure application of local activities meet project needs.
Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A).

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND SPECIALIZED
Experience:
Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.
An example of creditable specialized experience includes:
drafting IT policies and plans; participate in the IT capital planning process; develop and monitor metrics used in evaluating the accomplishment of IT goals and objectives; ensure enterprise-level IT specifications align with the organization's business requirements; identify potential improvements to the enterprise architecture to meet agency goals; and establish and implement metrics for evaluating the accomplishment of enterprise architecture goals and objectives.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE:
Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of IT principles, concepts, and methods.
Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
Knowledge of system architecture, integration techniques, and testing methods.
Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.

Experience:
Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Education completed in foreign colleges or universities may be used to meet the requirements.
You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.
S.
education program.

PHYSICAL DEMANDS:
The work is primarily sedentary with some walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site.
May carry light items such as papers, books, or small computer components.
The work does not require any special physical effort.
WORK ENVIRONMENT:
The work is performed in a typical office setting with visits to various other buildings or offices to support projects.
The work environment involves everyday risks or discomforts that require normal safety precautions.
Additional Information Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft.
The base is located between Ogden and Salt Lake City.
The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.
